U.S. importers seeking relief from West Coast bottlenecks are causing backups at East/Gulf Coast ports. Dozens of container ships are now backed up in NY, Houston and Savannah.

Shippers are diverting goods to bypass West Coast congestion, also to avoid possible problems as dockworkers negotiate a labor contract. A surge in inbound cargo has swamped land operations, straining storage capacity and availability of container handling equipment while slowing the ability of dockworkers/truckers to handle shipments. Some terminals are so crowded that truckers can’t get access to shipments and ocean carriers are charging shippers late fees for failing to pick up loaded containers and return empty boxes fast enough. In January-May 2022, the volume of loaded containers reaching the Port of NY/NJ rose 12% from 2021, while Port Houston jumped 24%.
